Overview
Commercial lines of business, particularly the group segment, used to be growth and profitability engines for many health plans. However, market and policy changes have posed significant challenges. And many health plans have struggled financially, particularly in the rapidly evolving commercial individual market. New Deloitte Center for Health Solutions research explores five key findings from analyses of the financial performance of commercial health plans.

Deloitte's study focuses on the fully insured commercial group and commercial individual books of business of US health plans. The study uses financial data reported by insurers to CMS according to statutory accounting principles.

Some policy changes were not implemented as originally intended, including partial or no stabilizing market mechanisms and regulations, which likely resulted in unintended consequences for health plans. Many of this study's findings can be categorized as pre- and post-2014 results, which reflect the direct and indirect impacts of policy changes and uncertainty on commercial health plans.

Health plans of all sizes should continuously re-evaluate their position and capabilities in a changing market. High market exit rates and member turnover can lead to instability in health plans' risk profiles, making accurate pricing and predictability challenging. Price setting in an unstable market requires sophisticated premium rate-setting capabilities, including predictive data analytics, and increased flexibility to rapidly respond to health care expense increases in specific areas.

Andreea Balan-Cohen, Ph.D., Research Leader
Deloitte Center for Health Solutions

  Andreea Balan-Cohen is the Healthcare Research Leader at Deloitte Center for Health Solutions, where she helps further the development and execution of the Center’s strategic research agenda, which aims to help key healthcare industry stakeholders—including health care organizations and governments –cope with the changing healthcare market and policy landscape.

Andreea is a health economist, with deep experience in health care policy, quantitative analysis, and research. Prior to joining Deloitte, Andreea was a Senior Health Economist with the World Bank and worked in healthcare consulting as well as in academia as a professor at Tufts University.

She serves on several boards, including the Advisory Board for Value and Quality at Academy Health. She holds a Ph.D. in economics from Harvard University.

Maulesh Shukla is an Assistant Manager at the Deloitte Center for Health Solutions, where he conducts primary and secondary research and analysis on emerging trends, challenges, and opportunities for stakeholders within the health care system.

Covering a wide range of research on health plan, hospital and health system topics the past eight years, his recent research focus is on health plan financial performance, patient experience and customer transformation, health care information technology, innovation, and health care reform.

Maulesh has over ten years of progressive experience in thought leadership and strategic research in health care. Maulesh holds an MBA in Finance from ICFAI Business School in Hyderabad, India, and a Bachelors in Business Administration from MS University, Gujarat, India.
