Overview
The Opioid crisis in the United States has had a widespread impact on all aspects of society. The epidemic extends across multiple delivery points in the health care ecosystem, with no single entity capable of implementing a complete solution. While a holistic approach involving the entire ecosystem is likely required, health plans and pharmacy benefit managers (PBMs) have an opportunity to curb opioid misuse among their members and in their communitiesóby leveraging data and technology to improve prevention and treatment.

To help identify some potential strategies, the Deloitte Center for Health Solutions interviewed clinical, pharmacy, data analytics, and policy leaders from health plans and PBMs across the country. Deloitte found that a growing number of health plans and PBMs are taking a data-driven, evidence-based approach to help change patient and physician behavior. Deloitte expects emerging technologies to play an increasing role in supporting these endeavors in the battle against the opioid epidemic.

This session examines novel payer analytic techniques ranging from retrospective data analysis to predictive modeling, that can help health plans and PBMs leverage their data to identify people at high risk for opioid misuse. The role of emerging technologies including virtual care, digital therapeutics, remote patient monitoring, AI and more are explored. Opportunities, challenges, barrier and limitations with initiatives to improve and streamline access to SDOH and other additional data sources are addressed. Initiatives to improve evidence based standards, quality metrics, access to medication assisted treatments, and value based care payment models are discussed.

  Elizabeth Lapetina is a Senior Manager in Deloitte's Strategy & Operations practice, with over 10 years of management consulting experience. She focuses on working with health plans and pharmacy benefits managers (PBMs) on strategic engagements, including customer experience strategy, M&A, large scale business transformations, and cost reduction efforts.

Elizabeth received a MBA from the University of Michigan - Stephen M. Ross School of Business and MHSA from the University of Michigan School of Public Health. She received her undergraduate degree from Princeton University in Public Policy & International Affairs.
