Overview
Medicaid is a growing economic powerhouse, anchoring the new coverage paradigm under the Affordable Care Act and wielding increasing influence within the healthcare sector and beyond. Already the largest source of federal funding flowing to states and a major revenue stream for providers, health plans, pharmaceutical companies, and vendors, Medicaid is projected to cover a record 65 million people and expend close to $500 billion dollars by the end of this year.

Twenty-five states and the District of Columbia have expanded their Medicaid programs to include new adult populations under the ACA, and several others are evaluating expansion options. By 2020, Medicaid could provide health insurance coverage for as many as 1 in 4 Americans. This growth, combined with increasing sophistication from state purchasers, continued pressure to contain state budgets, and a national drive for payment and delivery reform, have spurred transformative initiatives for Medicaid programs across the country.

Health systems and provider networks across the country are exploring, pursuing or implementing collaborations with states and with Medicaid health plans, and are evaluating or determining how to participate in applicable transformation initiatives,  as stakeholders position themselves to best serve Medicaid populations.

The National Medicaid Transformation and Provider Collaboration Web Summit features a 90-minute webinar on Friday, September 19th, plus many more features. The live webinar speakers include Deborah Bachrach of Manatt, Phelps & Phillips discussing Transforming Medicaid: Lessons Learned; Rick Jacobsen and Deborah J. Florio of the Rhode Island Executive Office of Health and Human Services presenting on Innovations and the Future of Medicaid Managed Care Contracting; and Rob Houston, Program Officer at the Center for Health Care Strategies addressing Medicaid Accountable Care Organization Development and Initiatives.

The event also includes two on-demand video sessions from the Eighth Annual National Medicaid Congress. H. Joanna Jiang, PhD, Senior Research Scientist from the Agency for Healthcare Research and Quality makes a presentation on Special Issues Associated with Readmissions of Medicaid Beneficiaries; and a Roundtable Panel Discussion on Medicaid Managed Care Plans is provided by executives representing Medicaid Health Plans of America; Health Plan of San Mateo; Wellpoint (Anthem); Molina Healthcare of New Mexico; and Coventry (Aetna).

Doborah Bachrach

Deborah Bachrach,

  Deborah Bachrach has more than 25 years of experience in health policy and financing in both the public and private sectors and an extensive background in Medicaid policy and healthcare reform. She works with states, providers, plans and foundations in implementing federal health reform and Medicaid payment and delivery system reforms.

Ms. Bachrach has served as an advisor to the Center for Health Care Strategies, the Medicaid and CHIP Payment and Access Commission (MACPAC), the Robert Wood Johnson Foundation and the Kaiser Family Foundation as well as state Medicaid agencies, foundations, healthcare providers and other healthcare organizations. She is currently a member of the electronic enrollment workgroup at the U.S. Department of Health and Human Services and the Value Incentives Learning Collaborative at the Institute of Medicine. She is an adjunct professor of law at the New York University School of Law, where she teaches a seminar on federal health reform.

Most recently, Ms. Bachrach was the Medicaid Director and Deputy Commissioner of Health for the New York State Department of Health, Office of Health Insurance Programs. In this capacity, she was responsible for coverage, care and payment policies for over 4 million children and adults enrolled in New York’s Medicaid and Child Health Insurance Programs and led reforms to streamline Medicaid’s eligibility and enrollment process and to improve its purchasing strategies.

Ms. Bachrach was a partner at Manatt from 1992 to 2006, serving as co-chair of the Healthcare Practice Group. She provided legislative, regulatory and strategic counsel to academic medical centers, safety net hospitals, community health centers, health plans and other healthcare companies.

Prior to this, Ms. Bachrach served as Vice President, External Affairs, at St. Luke’s-Roosevelt Hospital Center. She also worked for four years as New York State Chief Assistant Attorney General and for three years as Chief of the Civil Rights Bureau in the Office of the New York State Attorney General.
 


Deborah Florio

Deborah Florio
Medicaid Administrator, Center for Child and Family Health, Rhode Island Executive Office of Human Services
 
  Deborah Florio is the Administrator for Medical Services within the Medicaid Division of the Rhode Island Executive Office of Health and Human Services. Since 1999, her work has focused on development and administration of health care delivery systems for vulnerable populations enrolled in Medicaid.

Ms. Florio is responsible for the Children’s Health Insurance Program (CHIP), the RIte Care program, (Rhode Island’s Medicaid Managed Care Program) which is nationally recognized for value based purchasing approach, Managed Care programs for children with special health care needs, RIte Share, (Rhode Island’s premium assistance program) and RIte Smiles, (the Rhode Island Medicaid managed care dental benefit program for young children) and Rhody Health Partners, a managed care program for adults with disabilities..

Prior to working with the State, Ms Florio was the Director of Specialty Services and Managed Care within the Home and Community Service Division of an integrated Health Care Delivery System. Ms Florio completed her Master’s degree in Community Health Nursing at the University of Massachusetts.


Richard Jacobsen

Richard Jacobsen, PhD,
Project Manager, Rhode Island Executive Office of Human Services, ACS
 

Richard serves as the Executive Project Manager for the ACS health management and consultant team working with the Rhode Island Medicaid. Since beginning this work in 1999, his major focus has been on development and management of health care delivery systems for children and families.

His core program areas of responsibility include the RIte Care program, RIte Share (R.I.’s premium assistance program), managed care programs for children in substitute care arrangements and for children with special health care needs, RIte Smiles (R.I'. s managed dental care program for children) and implementation of Rhody Health Partners, a managed care program for non-dual adults with disabilities residing in the community.

Prior to his work in Rhode Island Rick served as the incorporator and CEO of Community Health Network of Connecticut, a not-for-profit managed care plan formed by nine FQHCs. Previously Rick served as the incorporator and Executive Director of the Connecticut Primary Care Association.

Rick earned his PhD in Social Science and Health Care from the University of Connecticut. He lives in Niantic, Connecticut with his wife and two children and sails whenever the wind permits.


Rob Houston

Rob Houston, MBA, MPP is a program officer at the Center for Health Care Strategies (CHCS). He works on projects involving payment and delivery system reform, providing technical assistance to state Medicaid agencies and provider organizations to facilitate the development of Medicaid accountable care organizations (ACOs). He is currently partnering with the Rutgers Center for State Health Policy and Camden Coalition of Health Care Providers (CCHP) to spread CCHP’s “super-utilizer” model to four cities through a Center for Medicare and Medicaid Innovation (CMMI) Health Care Innovations Award. Mr. Houston also helps to lead the Accountable Care Organization Learning Collaborative (ACO LC), which convenes eight leading-edge states working to develop and implement Medicaid ACO programs through support from The Commonwealth Fund. Mr. Houston has also authored several publications related to ACO development and alignment, including The New Jersey Medicaid Accountable Care Organization Business Planning Toolkit, funded through the Nicholson Foundation.

Prior to joining CHCS, Mr. Houston consulted with Robert Wood Johnson Partners (a Medicare Shared Savings Program ACO) and the Rutgers Center for State Health Policy on issues pertaining to ACO development. Previously, he was the manager of special projects for Therapy Dogs International, a nonprofit organization dedicated to sharing therapy dogs with those in need of emotional support.

Mr. Houston holds a master of public policy with a concentration in health policy from the Edward J. Bloustein School of Planning and Public Policy and a master of business administration in marketing from Rutgers Business School. He graduated with a bachelor of arts in political science from Rutgers University – New Brunswick.
